Indeed, it's no different than being subject to higher taxes for not having dependent children, owning a house or having a new electric car but getting money back in the form of tax credits/deductions/exemptions when you do.

Nobody calls it the "child mandate", the "home-ownership mandate" or the "new electric car mandate".
