Once you reach the pre-diabetic stage, then management of the disorder requires you watch your carbs, especially simple sugars.

Just what I was saying. A number of pre-diabetic low income people might stay out of actual diabetes because they are forced by cost to consume less sugar.

I am not commenting about the good sense or the honesty of this approach.
