Let me play devil's advocate here since I've actually taken some police training years ago. Most cops are ex-military, most having separated from the armed forces after dealing with guerrilla tactics "over there."

A cop's biggest blood pressure builder is when a motorist reaches for the glove compartment because that's where most illicit weapons are stored. The enemy often created a diversion by showing a weapon in an inert location where the soldier/cop could see it in plain sight. That would relax them. Then suddenly, the perp would whip out a gun from the glove compartment and put a bullet in their head. It's called "a diversion."

I have no idea of what went down and what caused it, but if he was looking at the cop while reaching for his papers, that's the number one "you've been killed" worry. If instead, the motorist focused his vision on the glove compartment and WASN'T looking at the cop, that's more of an "at ease" situation. Follow the thinking?

No matter WHO you are, if you're going to reach for anything instead of keeping your hands in place, you first fully inform the officer of your intention to do that reach, tell them what you're going to do, and stop looking at them. Looking at them tells the cop that you're waiting for an opportunity to do them in and watching and waiting for it.

Bingbong mentioned Jim Eagen's book in another thread. That's just one of many bits of how to calm down "Officer Neckvein" in a stop. Domestic violence calls are the #2 risk of a bad day, motor stops are the #1 risk of a cop getting shot.

That all said, I have no idea of what went down, but if the victim was watching the cop instead of looking at where he was reaching, AND the cop lost sight of his hand, that's part of the "shoot or don't shoot" training, and I took it a couple of decades ago. All the perps in that training were white.
