Patient appearance is NEVER an excuse not to treat them. That's the EMS crew's JOB.

Selling "loosies", if it is ever actually proven that Garner was doing this at the time of his death, is a very trivial offense, certainly not one that should have resulted in his death. It was certainly possible for the police to arrest Garner WITHOUT killing him. Pantaleo could have written Garner a ticket, and been done with it, and nobody would know his name today.
