When elections are being decided by razor thin margins, having the 5 or 10 percent of the population without IDs being unable to vote is significant.

But equally, when elections are being decided by razor thin margins, having that sort of percentage of partisan hacks indulging in personation, plural voting, absentee ballot abuse, casting votes on behalf of the dead or those who have moved away, fraudulent registrations of those who are ineligible to vote, and other forms of voter intimidation and fraud is significant.

In Britain, where there is less sensitivity about the state holding data about people, but more historic laxness in voter ID rules, a similar thing has recently been achieved by a move to Individual Electoral Registration (IER). The first stage was to match the existing register with National Insurance (i.e. Social Security) Numbers – a reasonably good indicator of who is entitled to apply for ID – and the result was that in some urban areas over 20% of voters were removed from the register. Of course, the modern-day Boss Tweed wannabes are squealing, and the effect of more effective checking of who voters are is that left-wing parties overall suffer (which suggests that their operatives have been more willing to let the ends justify the means in the past).
