Phrases like New York values are used both to attack all liberals, including non-Jews from Wagner and Lindsay to Dinkins

The phrase alludes that the person being attacked is controlled by Jews or by entities (popularly imagined to be) controlled by Jews.

Cruz is saying that Trump is the product of a system and culture dominated by Jews and that he shares its values.
