Funny thing is, from my understanding of it, the clerk is endorsing that the two parties are identified and legally qualified (as in not married to someone else, of age, etc.) to be married. Until there are witness signatures on the license, there is no marriage. Clerks do not routinely solemnize marriages, although they can legally.
