That part does not at all imply that such right is inherent in Texas. Any state could be split into multiple states with the approval of Congress. The question is whether Texas has the right to do so without any further Congressional approval and that is not the case.From the context, I believe(d) that he was referring to the provision in Texas' enabling act by Congress, which both of you were talking about. He said that in theory it could still be done after you said that it could not be done today. |
