Within a project like a subdivision, all utility infrastructure is built by the developer. The cost of design and construction are borne by the developer. But I think what you mean is connecting the project with some kind of existing utilities which may be miles from the project. I've only got firsthand experience with this twice and both times the developer and town were going to share expenses on the cost of building a distant connection. I can't say much as both times the developer and/or town balked at the cost :(your pal, Fred |
