I still think there has to be a better solution. A developer should be able to build whatever he wants, but it's up to him to provide the necessary infrastructural improvements. But the developer can then benefit from those improvements. i.e. a developer can build some massive development requiring a new sewer, so he builds the sewer, but can charge for others to access that sewer to recoup the investment. |
