As long as a person intends to commit a particular crime, it doesn't usually make a difference why. Except it does. A hate crime is, by definition, a crime committed because of prejudice against a particular group, generally geared towards oppressing that group. As such, it's terroristic in nature— if you kill someone because you want their wallet, that crime has only one victim (the person you killed) but if you kill someone because they're black then the crime has many victims; the person you killed, of course, but also the vast group of people you've terrorised with the unspoken threat that they might be next. |
