That said, some zones have flashing lights on the sign when it's in effect. If those lights are off, can you still get a ticket?

If there is no sign with times and the beacon isn't flashing, technically the school zone speed limit is not in effect.

Also, if there is no sign that says "on school days", or gives a time, can you get a ticket at let's say "2:00 PM on a Saturday".....or let's say 1:00AM in the middle of the night? Most school zones don't post a time, and many don't have the flashing lights either.

Nope, only school days between 7:00 a.m. and 6:00 p.m.
