Under Obama,

1) Only illegal immigrants who were here prior to a current date would be eligible.

2) While there are more illegals here now than then, the US population and economy are also larger.

3) Obama has proposed doing it with the approval of Congress. He has not granted amnesty with his pen.

So, no substantive difference.
