So then you are working on the premise that nothing has changed in 28 years? Aside from that there are 3 major differences between what Reagan did and what Obama is trying to do.

1) Only illegal immigrants who were in the country prior to 1983 were eligible.
2) Only 2.7 Million immigrants were involved, not the 11 or 12 currently here.
3) Reagan did it with the approval of congress, not with a cell phone and a pen.
