Because it's either them or the Venezuela guy's company. Back in those ancient times, they used ultrasonics on the glass and you had to adjust a horizontal and vertical potentiometer in order to detect where the finger actually was on the glass. Temperature change of one degree moved that X-Y location. Touchscreens of that vintage were absolute crap but nobody here wanted to hear it.

Wasn't until Apple came up with the microwave detuning method that positional accuracy improved on glass touchscreens. The older ones were plastic with embedded microwire contact points. No voting machine ever used the plastic screens.
