Because a 1-minute stop waiting for a passenger to finish an errand (which is typical "standing") doesn't delay traffic, so "No Parking" would suffice.

To my mind, the main exceptions are bus stops and areas where the "No Parking" gets so abused that then you have standers who are double parked, blocking traffic.
