In my opinion a "1-minute stop waiting for a passenger to finish an errand" WOULD delay traffic, especially at a location where the curb lane with the "no standing" regulation is used as a moving lane.

I agree, but they usually aren't. When DOT REALLY wants a curb lane to be used for traffic they often call it "No Stopping." If they call it "No Standing" it gets cluttered with vehicles.
