Two things can happen that can skew the statistics toward minorities, both of which are very difficult to untangle. First, the "reasonable suspicion" may just be that the person being stopped has a vague similarity to a person who was described as engaging in criminal activity.Second, the person the cop is thinking of stopping may have done something mildly suspicious, but if they more closely fit the cop's idea of a normal middle class person going about their business, the cop won't stop them. |
