Never. Roe only provides for medically prompted abortions in the third trimester. These are usually done to avoid the infection risk involved with stillbirth and severe fetal deformity, done with the consent of the mother excluding emergencies.

There has been a law banning infanticide above and beyond murder statutes since 1999 at the Federal level.
