I could be wrong but from what I read it’s a “permission” issue on the server of the pdf.

Report is meaningless today in 2020. Shows changes between 2010 and 2011. Need to see yearly changes in ridership since 2011 which has mainly been declines, as well as traffic effects. .

After reading, I figured as much. I recall a white paper of the future of BRT and it was “sold” to be that of things declined stations could be moved or removed easily upon demand being it’s not as extensive like light rail. Now you see BRT popping up nation wide. I do think a part of it is political, it takes so much time to implement but then after service starts there are many improvements that could be made to improve the infrastructure and customer experience without bulldozing the asphalt, and it’s never considered.

The best way of making "cheap improvements" is by rationalizing routes to reduce the numbers of transfers needed. Byford had the right idea, but the goal was the lower the costs for the operator in the name of efficiency, not to provide a better ride for the passenger.

Buses were originally sold to cities as preferable to trolleys, just like BRT was sold. They said BRT stations could be moved, as you stated. With buses they said routes could be flexible because they are not tied to tracks like the trolleys.

In practice, it was quite the opposite. Trolleys were very flexible within the rails they operated on. There were special routes that operated to the shore only during the summers. While some bus routes are still outdated by 70 years. For example the B43, formerly the B47 was designed to serve Ebbets Field from Williamsburg. Yet it still runs as a direct route when it would make far more sense today to directly serve Kings County Hospital.

BRT works best where there is a wide right of way such as along a highway median and parking is provided at the stations much like commuter rail. In NYC, we have a very weak version called SBS, which only works in a few cases. Perhaps the biggest failure was the B46 which has seen mostly diminishing ridership since SBS, so that no progress report was ever issued, although it has operated more than four years. The MTA can't even find anything positive to say about it. But is it removed? Of course not.

I’m also speaking of infrastructure too, these “pretty” stations that have developed for BRT stations nationwide still lack accessibility around the station/stop it self.
