What model should MTA be looking at?

Here is a question to my fellow bus talkers. Currently, MTA is operating NOVABUS,NOVALFS,New Flyer and Orion to the local fleet. My question is, what model should MTA be looking at?
I always wondered about Eldorado and Mercedes Citaro models. Eldorado buses are being used in PACE Chicago. Mercedes Citaro did test a 60-foot model in service.
Any thoughts?

It depends.

The manufacturer MUST have a plant in New York State. It's law. It's STUPID, but it's law.

The law was meant to create jobs in the state so it has a point but it should be allowed also to look within the states, if they are going the pro jobs idea.

Many companies can't handle such a large order such as what we need.

Plus we use companies with ties to New York.

It limits the list of manufacturers that can bid on contracts.

I.E.: If (and I'm just playing devil's advocate here) Gillig had the best track record with a certain model and it's a good fit for NYCT, maybe the MTA could and would consider it. But no, Gillig doesn't have a manufacturing center in NYS.

They can always build a pop-up plant if they want the work.

I thought it was higher NY content gets extra points in the scoring- New Flyer doesn't have a NY plant. Depending on the percentage of Fed money, and which pool it comes from, they can do Buy American, but not State.

Then how did CDTA get to order from Gillig? Also a New York State Authority, should be bound by the same rules...

Personally, I prefer New Flyer (of the companies that still exist). Rode one of their no-rear-door 40' xcelsiors as the Montreal Casino parking shuttle and was very impressed.

I prefer NF as well. Their buses have held up very well even after 15 years.

Gillig not having a plant in New York didn't deter most of the other agencies in the state from buying buses from them though it seems like the larger ones are coming to their senses (NFTA going back to Nova, RGRTA going back to New Flyer, CDTA's latest Gillig contract is up after this year).

If an agency is receiving FTA funding for its buses, it must follow the FTA "Best Practices" manual, which requires competitive bidding. The product specifications may not unduly restrict competition (i.e. no "buy New York"); passing the "Shaker Test" can be a requirement.

The award doesn't have to be low bid, but a "best value" evaluation must be conducted to justify why low bid wasn't selected.

I Like the Gilig models.
The current CDTA color scheme looks fantastic on them.
The IRide catch phrase, restructuring and rerouting some lines ,seems to be working to improve services.

But NEW YORK CITY is a whole new ball, game.
Those buses wont stand up to the heavy pounding of NY streets.
Orion 5 models use to shake rattle and roll on city streets, but they made 12 plus years.
Right now..I think the best model is NF for NYC BUS and MTA BUS.
NOVA is a close second...but what the hell...Ill take that over Gilig.
