S.I. Councilwoman Rose calls on MTA to make age, not height, requirement for not paying

You must be less than this tall -- 44 inches, to be exact -- to ride an MTA bus or train for free. But Councilwoman Debi Rose is hoping to change that.

Ms. Rose (D-North Shore) has introduced a City Council resolution asking the Metropolitan Transit Agency to use age, rather than height, in determining who qualifies as a "child" and gets a free fare when accompanied by an adult.

"As it is now, they use height, and they figured that the average child under five is about 44 inches tall," Ms. Rose said. "And anyone over that is required to pay an adult fare."

But what about the kindergartner who gets his growth spurt a little early?

"Due to healthy eating and diet, and the fact that some families are just predisposed towards height -- towards tallness -- they are being charged the full fare for children who look like they're older than 5, but in essence are not," Ms. Rose said.

In fact, Ms. Rose knows one youngster who may have just this problem. Doctors recently said her grandson is in the 98th percentile when it comes to growth. That mean's he'll tower over 98 percent of the kids in his age range.

While it may seem like a minor problem, Ms. Rose said some parents may have trouble paying the fare in already tight times.

Since height is a lot easier for a bus driver to verify than age -- and Ms. Rose said parents of children who look taller than a 5-year-old would need to provide some kind of verification of their child's age.

There's no easy solution to this one. On the one hand, the current system really is unfair to families with children who are tall for their age, but on the other hand, it would slow down service if the driver had to ask for proof of a child's age when in doubt.

Children under 5 could have special Metrocards like seniors over 65.

Yea right. Parents will be thrilled having to drag there kid(s) done to some MTA office. How about special metro cards for just the few kids over 44"?

This concilwoman should make the same claim for Six Frags, Disney Resort, and Universal Studio.

Some attractions have "height" restriction.


I think "height" restriction is for safety reasons.

and also MTA is under TOO MUCH political pressure.

Nope..she cool people..getting out there to actually do something rather talk big like some do.
hank never actually said what his issues were with her..so im willing to give him the benefit of the doubt..but as far as Deb is concerned..shes good people,who should be SPOKEN TO DIRECTLY since she lives in the north shore.

When private companies operated public transportation systems, the government regulators insisted on all sorts of public interest requirements (e.g., reduced or free fares, free transfers, etc.), regardless of the difficulty in actually implementing those requirements. But now with government itself operating public transportation systems, the importance of the public interest takes a back seat to the convenience of the governmental operator of the system. Thus, we have seen many such systems restricting the number of uses of, or outright eliminating, transfers. Here, the use of height, rather than age, for free fares is for the convenience of the governmental operator, not for fairness to the patron or the public interest.

That public transportation systems are now almost exclusively operated or contracted by governmental entities means that there is no longer any regulation of public transportation systems in the name of the public interest.

Yes, for amusement park rides, the height restrictions are for safety reasons.

There's an old adage that goes, "Small enough to ride for free, small enough to ride on your knee." I don't think a four-foot-tall four-and-a-half-year-old would be able to fit on the lap of an adult sitting on a forward-facing seat.

I wrote to transit months ago that children should get a card with picture on it (taken at a school) and should be charged a child fare like San Francisco.

debbie has been in the forefront for better mass transit and has gotten other city officials behind her. shes also been with allen cappelli and started the farebox crackdown on si.

I think 44 Inches is the height between the floor and the turnstile in the subway, if your height standing (Not Ducking) was less then the height of the turnstile the fare was free.
