When private companies operated public transportation systems, the government regulators insisted on all sorts of public interest requirements (e.g., reduced or free fares, free transfers, etc.), regardless of the difficulty in actually implementing those requirements. But now with government itself operating public transportation systems, the importance of the public interest takes a back seat to the convenience of the governmental operator of the system. Thus, we have seen many such systems restricting the number of uses of, or outright eliminating, transfers. Here, the use of height, rather than age, for free fares is for the convenience of the governmental operator, not for fairness to the patron or the public interest.That public transportation systems are now almost exclusively operated or contracted by governmental entities means that there is no longer any regulation of public transportation systems in the name of the public interest. |
