M.T.A. promises faster M15 buses by next September

“Faster and more reliable.” That was the catchphrase the city Department of Transportation and M.T.A. officials used to describe their newest innovation for a more efficient bus system during a presentation to the Community Board 1’s Seaport/Civic Center Committee on Tuesday night.

The joint project is called Selective Bus Service, and it will run 8.5 miles on the M15 route along First/Second Aves., Allen St., Madison St., St. James Pl., Pearl St. and Water St. The city’s target date for implementation is Sept. 5, 2010. The goal is to create a speedier travel experience for bus commuters on the eastern side of Manhattan.

“Buses in New York City are very slow. They’re the slowest in the country among large cities,” said Joseph Barr, the director for transit development in the D.O.T.’s Division of Planning and Sustainability.

S.B.S. will be speedier than the M15 due to several new features, said D.O.T. and Metropolitan Transportation Authority officials. It will mandate that customers pay for their ride ahead of time at outdoor machines instead of holding up the bus swiping MetroCards inside. There will also be a bus signal priority, a special type of technology, which holds green lights for buses. Bus lane hours will be expanded and enforced to ensure freer space for bus travel, said the D.O.T. and M.T.A.

The new bus program will replace the M15 limited stop line and will have a few less stops. There are three bus stops in the C.B. 1 district that will be affected by the new bus system: South Ferry, Wall and Water Sts. and Fulton and Pearl Sts. The stops just to the north will be Madison and Catherine Sts., Grand and Allen, and Houston and Allen.

During their presentation, D.O.T. and M.T.A. officials included a study indicating that the current buses were only in motion for half of an average rider’s commute. Due to slow bus speeds, bus ridership has remained stagnant throughout the past 15 years while subway ridership has increased. Through the new program, city officials hope both the subway system and the bus system can have the reputation for fast, reliable and comfortable transit.

The first phase of the program was instituted along Fordham Road in the Bronx about one year ago. Officials said it increased ridership by 10 percent, and decreased the average bus rider’s travel time by 20 percent.

“If we could decrease travel time from 125th St. to South Ferry, I don’t see how anyone could be against that,” said Robert Marino, M.T.A. deputy director of government and community relations.

But several members of the Seaport/Civic Center Committee had their reservations. Committee member Joe Lerner said that bus lanes might cause even greater delays if people park their cars there.

“When you have police officers on every third block on First Ave., and they start ticketing cars, you’ll see how fast buses can go,” said Lerner.

Some of the committee members were concerned about the bus lanes causing greater congestion among commercial and car traffic. Others said that buses do not always stay in their lanes when an obstacle like a parked car is standing in their way. Cars in the regular lane often need to “stop short” to let buses in, said committee member Ann DeFalco.

In response, the D.O.T. officials said that they were midway through a traffic analysis of the plan, but believed there to be extra capacity along the route to host bus lanes.

Other members were concerned about fare evasion due to the outdoor paying machines and the potential for lost revenue. But to deter free riders, inspectors would walk through the buses to make sure that everyone has paid, according to the M.T.A.’s Marino.

“If you get caught without a receipt on the buses, you get a $100 ticket,” he said. “It’s the same fee as if you jump the turnstiles at the subway station.”

I like the concept of Select bus service, now they need what other BRT systems have, next bus signs, and internal automated announcements like the train.

The bus lanes should have cameras to deter non-buses from entering it at points where it is possible.

Fare evasion generally is not much of a problem with a system like this, it is a small problem, but not as big as people make it out to be.

Now I wish Valley Metro would allow the LINK buses to have prepaid boarding.

You have a bunch of variables that may affect the due date such as unknown potential problems with the new artics (similar to the issues with the Designline vehicles), the construction you have on 2nd Avenue with the Subway, Community Board opposition, etc...

I tend to agree with GC on this one, I'll only believe it when I see it.

According to the contract, the Nova LFS Articulated buses will be in place FAR before the M15+ debuts. Gun Hill will get their batch first (33 units), replacing all of the current buses in +select service. The remaining allotment will go to 126th Street (57 units). This is preliminary and is subject to change.

As for whether the 1996-97 Artics will see a direct retirement from this, is an unknown. But with Baisley Park and JFK on the line up as the MTA Bus Company garages set to get articulated buses. It's a good possibility that Artics will be moved to MTAB at the time the Nova LFSs start pounding the pavement here in NY.

Then, with only 2 doors, there are longer dwell times. So when you put artics on a line, YOU GET MUCH WORSE SERVICE. DO YOU UNDERSTAND, BOYEEEEEE?

Depends on the line and its existing service pattern. For a route like the M15, where buses used to run every 2-4 minutes, putting artics on the route enabled service to be cut back slightly. On a run with buses every 10 minutes or longer) they would strictly increase capacity, not reduce service.

Where did I say they need to run the novas for SBS? I only said 'hopefully' because I'd like to see something other than just the new flyer buses on the M15.

How much do you want to bet that shortly after it debuts whenever that occurs, it will immediately be hailed as a success regardless of what the data shows. And that shortly thereafter, the MTA will make an announcement that because of its success, there is now a need to reavaluate the Second Avenue Subway and the project will be put on hold until the evaluation is complete. And that will be the last we will hear of it for another 20 years until someone decides to reactivate it again and here we go again.

Question: If there will be such great enforcement on 2nd Avenue, why hasn't there been any on Fordham Road?

Actually, traffic agents are making a boatload of money issuing traffic tickets, especially around Fordham University. There is enforcement on Fordham Road.

BrooklynBus, let's take your "analysis" one step further: Second Avenue Subway money gets shifted to build the remainder of the BRT lines. DOT creates a new "Bus Lane Team" with hybrid vehicles painted in the BRT scheme to keep all bus lanes in NYC clear and the MTA pays for it and splits the revenue with the city.

With that whole scheme, they would likely be allowed to shift money from the SAS AND buy a whole new fleet of BRT buses.

Yeah, the merchants along there are pitching a bitch about it being bad for business...........unless enforcement had slacked off lately.....you know because of a certain election that ocurred recently.........and now that he'll be back the tickets will be given out again like the keys to the city were given to everybody in the Yankee organization?

The last time Second Avenue Subway money was reallocated was to NYC's general fund to avert bankruptcy. That was $5 billion in 1972 dollars. This time, it would only be allowed for something that is visible, creates permanent jobs, and a capital expense.

It would be quite stupid in my opinion, but it doesn't look like they will have the LOCAL funds to finish SAS.
