Most buses do have that plastic covering over the windows, which goes by the names "Almacoat 2000" and others. However, when this is done, it is the TAs responsibility to maintain that plastic coating. Some TAs have the plastic coating on the outside and inside) of bus windows, which if not replaced causes the windows to turn opaque and REALLY filthy. In addition sometimes it is not even replaced at all and looks absolutely horrible (worse than ANY New York City Subway car!).

BTW, as Eddie from LA posted a while back, it also comes in handy to protect riders from projectiles, as it stopped some pellets from breaking through the windows of a Los Angeles bus in South Central LA.
