As to "making hard decisions no one else wants to make," there is some truth to that characterization. Indeed NYCTA was first in 1953 to remove such hard decisions from political control, and with MTA taking power in 1968, and the subsequent expansion of its governing board, the political accountability was further removed. But where it counts the hard decisions are not being made. The labor costs are not sustainable. We have seen ever-increasing taxes and fees going to the MTA because those costs have not been contained. Some argue that the unions and the MTA sit on the same side of the bargaining table with the taxpayers not present. On the other side many will take offense at the notion that labor is compensated excessively and demand even more. Very difficult decisions here: we do not have a sustainable labor situation and I see no resolution--but for more taxes and fees--in the foreseeable future. |
