In the 1980s and 90s, $20 million was spent on borough bus studies. Only a few Bronx and two Staten Island routes were changed. Eithe the MTA said they couldn't afford the proposed changes or they refused to compromise with the communities.After that disaster, the MTA proclaimed borough studies were infeasible and they woukd only do incremental planning. |
