If I had to guess, they would eliminate the SIM5X & SIM6X. Maybe they'll bring back New Dorp short-turns on some of the Hylan routes to save enough buses/drivers to run the SIM9.

The SIM3C honestly should run every 30 minutes when it runs (with the SIM4C seeing a significant boost), so that still requires more resources in the end.

I hope it's true that the SIM4C will depart Midtown until 2:15am. Maybe they realized that when you combine the busiest portions of the X10 & X17, you need X1 levels of service, including on the span (Still not 24/7, but close to it). Hopefully they didn't forget about weekend service, since I suspect that would only apply to weekdays.
