The 21 did not go into New York... it ended at Anderson and Columbia in Fort Lee. All the local routes in eastern Hudson County were exact-change by that time.

There are some interstate lines that are exact-change - most notably for their distance, the 107 and 108, and the 126 which serves as a rail link between Hoboken Terminal and PABT.

All full-service routes do accept $20s (except for when leaving NYC) because it would be too difficult to determine which full-service routes should and shouldn't based on their fares. The 137 from Toms River to NY is currently $21.25 one-way full fare, so accepting $20s means less paper for the driver to handle. The 197 from Warwick is $15.00, so handing a $20 means a simple return of a $5 or five $1s - again, less paper.
