It'll be torturous trying to create a low-grade access route to the Harlem Line. I-287's right of way already has several curves, grades not conducive to rail for the 100-foot climb from Tarrytown to White Plains, and no room to construct a parallel rail route; looks like this was not included in the plan for the bridge. And then there would be the matter of a high-enough-speed curve from such a route onto the Harlem Line. The possibility of NIMBY opposition in Elmsford (a former railroad town, which wouldn't exist without the Putnam Division) and Fairview would need to be touched on as well. |
