Yes, you can still make the u-turn to either go back into the terminal or down to street level. So buses from, say, New England can access it as well. TBH though, they really fucked up with the reconstruction of the terminal. I took a tour for perspective operators and they designed it for commuters and not-intercity. The waiting room is TINY with enough seating for at best 1 bus load of passengers. As an operator, for what they're charging there, it's just not worth it to me. Washington Hts, Inwood, and Marble Hill/Riverdale (and even then, the 1 train doesn't have direct walking access to the station) are really all that are convenient to it, along with parts of the Bronx if going by car/city bus. Anything else south of there is just as quick a ride to the PABT. I would rather cross the bridge and use the Fort Lee station (which I've even done just as a charter driver coming back from Michigan once) and another spot in the Bronx where I'm the clearly more convenient option over the PABT.
