So I asked the question and Olog found the answer. The tunnel currently used by HBLR is 26 ft wide (and 21 ft tall). That's only wide enough for 2 lanes. Apparently, in the area of the Bergenline Av station, the tunnel was widened to 60ft. So at least in that area, a local lane could be created for service to stop there and the Bergenline Av station retained (with major alterations of course), but anything like that where buses have to merge back into the conga line could be dangerous, and having a stop light in the tunnel for that merge could be equally as dangerous. I wonder if it's at all possible to lower the current ground level of the roadbed. That way you could stack lanes (2 lanes on the lower level, one along either wall, and supporting columns in the middle for a 2 lane roadway above that).
