It's would be easy enough to heat the steps to melt snow and ice. From the rendering it doesn't look like the steps would lead to the main entrance. It looks like the main entrance would be a sidewalk level.Steps for lounging are nice. Look at the steps of the Metropolitan Museum  or the Public Library  or Low Library at Columbia.  The New York State Museum in Albany has steps which are used mostly for seating for concerts. The doors at the top of the steps are never open.
