So tell me what concepts are being applied from afar? And how has adapting those concepts to this specific situation solved any problems?

DOT's statements and the facts are contradictory. They have determined the area as unsafe to pedestrians. How does two fatalities in nine years qualify the area as unsafe?

They claim the bus turns are difficult and time consuming because of traffic congestion. Where is their data to support that conclusion?

The bus rerouting will cause nearly 5,000 additional pedestrian crossings daily. That will increase pedestrian vehicular conflicts. How can that name the street safer?

Each bus turn at East 17th Street will be replaced by about five new automobile left turns displaced from East 15 Street. How will that make the streets safer?

How will waiting for the bus under a dark overpass in the winter where there are no businesses around be safer?

Businesses claim the loss of foot traffic is hurting their business. DOT believes the pedestrian plaza will help their businesses when pedestrian plazas they have set up in Queens have failed because they hurt business there and had to get removed.

There is a big disconnect between what DOT claims will happen and what actually will happen.

None of those basic concepts have successfully been applied to this particular situation.
