Because they wanted one person to head both subways and buses and the other guy had seniority. For me to keep the position, they would have had to hire a third person to be director of Operations Planning to supervise him for Subways and me for Buses. It was cheaper for him to head both and for me to be in charge of Brooklyn beneath him since there were others now studying the other boroughs. |
