Yes, that was poorly worded. I have previously qualified that reliance on data representing the peak hour could be problematic if the peak hour was misidentified. I asked Mr. Rosen if he has any reason to believe that the peak hour was misidentified.That all said, 24 hour totals certainly are useless for determining capacity. |
