Yes, the oil leaks and vast differences in performance from one engine to another was just a cost of doing business until Penske took over Detroit Diesel in a 1988 deal. But by that time the emissions regulations saw the end of the two stroke engines. All the computer controls in the world couldn't overcome the inherent dirtiness that two strokes made, and US production stopped in 1995. But they were, when properly built and maintained, very good bus engines for power on demand, low cost and reliability.
