It is most likely intentional. It is because residents probably complained that cars were speeding. DOT's solution is to greatly slow down travel speeds by screwing with the lights so they don't have to deal with those pesky communities who don't stop complaining. They know that drivers are less likely to complain when the lights are screwed up. They just suffer and accept it. And DOT can always deny it is intentional.

But it is not only Beverley Road. I know Avenue P is a problem. I am not sure if it is synchronized in the direction of peak travel like 65 Street it. If you think Avenue P is a problem now, wait until they take away a lane for SBS which I supported on Avenue P back in 2003 when I thought they were going to use parking lanes for SBS, not travel lanes.
