What I see is a B/O going around an operator of a vehicle that clearly doesn't know what he's doing by cutting into a left turn lane for Sussex Rd that is clearly not occupied and is rarely used. I see headlights of vehicles stationary at a red signal about 400 feet ahead of where this took place.
