there are too many pedestrians and traffic jam related crossing road (like Fordham Rd)

The Concourse middle lanes pass under Fordham Rd.

Bedford Park Blv, Kingsbridge Rd, Burnside Ave, Tremont Ave, 167th St and 161st St pass under the Concourse.

If there are too many pedestrians, that's all the more reason the speed limit should be reduced.
