I think you might be wrong. In 1984, nearly every Bronx bus route underwent a radical change, from the route numbers to the consolidating/eliminating of some bus routes and hours of operation. That also was never mentioned in the 1996 article.

There were two major re-numberings of The Bronx bus system. The first was on July 1, 1974 and the second was on February 19, 1984. The 1974 re-numbering eliminated most if not all of the "suffix" routes, i.e. Bx15 A,B,C etc. This was mostly done by utilizing existing gaps in the numerical sequence. The Bx 15 B Baychester Avenue Line became the Bx 19. (The Bx 19 had previously been used by the 207 Street Crosstown up until about 1970 when it was absorbed by the Bx 12). The Bx 5A Story Avenue-Parkchester Route became the Bx 54.

The 1984 re-numbering included several re-routes and combinations. Some of the re-numberings made no sense. The Bx 13 Castle Hill Avenue Route became the Bx 22. The Bx 22 Country Club - Spencer Estates Route became the Bx 14. The Bx 30 149 Street Crosstown was combined with the Bx 31 Southern Boulevard Route. Instead of using one of the existing route numbers the combined route became the Bx 19. The route which had been using the Bx-19, the Baychester Avenue bus was discontinued and replaced in part by a re-routed Bx 16 Webster Avenue bus.

It was a very confusing.
