Stupid program. The key to reducing traffic deaths is making crossings safer, and enforcing existing limits. A 5mph speed reduction will not do the trick, and only encourage more disrespect for speed laws by motorists.

Is that a lot historically and based on the volume of cars and people? I doubt it. One fatality every 1/2 mile every 4 years?
