It applies to a small percentage of users, but that is not the point. No one should have to pay double fare because of a service change.

If it is a large number like in the thousands, the MTA plays the percentage game saying its only 5% of the passengers so it's not a problem. They will ignore the raw number. Similarly, when a number is small like 6, and they want to make it sound big, they say 20% instead to make it sound huge.

They are constantly playing games with numbers. They always quote operating costs in annual numbers so it's in the many thousands, so it sounds like they can't afford it when you might be speaking of $10 extra per trip which could be paid for by four new fares.

In MTA lingo, anything over a thousand is a big number and anything smaller is miniscule. You should never use percentages without raw numbers. Remember 1 is 50% of 2 and 100% of nothing is still nothing.
