I see where you're coming from, but if that's the case, then why would it be okay for Bx29 buses to display BX29 CITY ISLAND (not noting where on City Island it terminates) or for M15 buses to display M15 SOUTH FERRY (although the bus terminates near the Whitehall Street Ferry Terminal, no place around there is actually called SOUTH FERRY)? Why would those examples be exceptions?

If I see a sign that lists the intersection as a terminus like the Bx13 does, I would wonder "Gee, what's so important about that intersection that all of the buses have to terminate THERE?" Maybe if it cycled to Bx13 BX TERM MARKET/Bx13 RIVER AVE-149 ST, it wouldn't be so bad, much like the old B61 S/B reading: B61 IKEA TERMINAL/B61 BEARD-OTSEGO STS. It gives the intersection and the landmark. The landmark would probably lead to the intersection where the bus terminates, rather than potential passengers having to know beforehand.
