There's not as many crush loads in the south like the cities I would see this occur in. However there are still some standee routes where they'd do this.

I do however find the gov't definition of 'costs' amusing. If they weren't paying, then they'd be walking instead in some of the cases, therefore they wouldn't be losing that much. They are figuring those riders should be paying, not riding all together. Not to mention the theory of mine of why does public transit require user/rider fees...
