You have to consider all TAs in the South are not huge like the MTA is or better yet come even close to that size. Smaller TAs usually don't have a huge issue with fare beaters and are able to control this situation. As for the MTA's situation, well there are ups and downs of being the largest transit agency in the nation. Fare beating that costs the MTA $14,000,000 is obviously one of the downs and can be prevented too. |
