I don't think loops would be a good idea. I think you just mean B1/B49 short-turns to Brighton Beach and Sheepshead Bay respectively. What use would you get out of running a bus from Sheepshead Bay to Brighton Beach (especially since the street grid doesn't line up too well in that area. I know because I used to live near there).

And in any case, you could look at it in one of two ways. One way is that the students are using transfers, but the MTA should just serve it the same way they would serve any other large destination, even if it involves running a tremendous number of buses, but not getting and revenue from them because everybody transfers. The other way to look at it is that since KCC is responsible for the MTA sending out a whole bunch of buses without making money, they should subsidize some of their loss.
