I don't think this particular change has anything to do with the N80/N81. Technically the N80/N81 don't share a trunk and they are separate routes. The N51, N50, N36, N80, N81 all kept their hourly headways, probably for coverage. Combined routes got frequency reductions so that the main trunks got hourly service and the individual branches got reduced frequencies.

If you analyze this change, Veolia realized that Willis Ave should be connected to Hempstead and Roosevelt Field. Roslyn Road is just a bypass essentially, and it's a waste of resources to have Half-full (or less) N21's N23's and N27 riding around.

From the MTA's PDF on LIB ridership, the N23 is more cost efficient to run. Possibly because there is more passenger exchange on the N23 while the N27 has more-so thru riders. That's probably why they chose the N23 to cover the route as opposed to running the N27 on Willis with the N23 ending at Roslyn LIRR. If the N23 is generating more short trips and passenger exchange, and N27 riders are just trying to get to Glen Cove, then it makes more sense to have the N27 riders transfer since the N27 is basically a shuttle in the first place.

The same can be applied to the N21, if the riders are just going from Glen Cove to Northern Blvd, then they can use the N27 shuttle to get to the N20.

They're reducing redundant (passenger) trips, even though these changes are on routes that originally do not run on the same street (N21/N27 & N23/N27), the basic trips are the same. Northern Blvd to Glen Cove, Hempstead to Glen Cove(with no use for Roslyn Road).

If the problem is just the Saturday evening "rush hour" they could throw a bus in there and call it a day. If the buses get crowded at a particular time frame, that doesn't constitute 30 min headways all day. That would essentially be the same as hourly headways on both routes which is what they changed.
