Because then there would be no direct service from Arverne to the north.

I like this new proposed setup. I think it does the best it can considering the circumstances. The next step would be to combine the Q22 and Q35 and use the savings from that to extend the Q52 to Far Rockaway and the Q53 to Roxbury, or one or the other.
