The MTA has authority. Their authority is FOR HIRE. So, all the SI MCIs should be inspected along with the buses on the illegal route. If you want to dispose of a DOT inspector, bring up why the MTA is not being overseen. NYSDOT says that they are not legally allowed to stop "official" vehicles.
